LOL! I don't mean that "authority."

Seriously though.. Seems to me that the place is ill equipped to elect anything beyond neighborhood councilmen.. Perfect setup for a new dictator to plug in.

I'm not sure how hard it would be. All Iraqis were required to carry identification, (I guess it's easier to keep track of who've you've tortured or murdered), and there was much more of a civil service system than in other countries that hold elections, like Nicaragua.

I'm sure it will be months after the shooting stops before anything resembling an election could be held, but I don't think it's an insurmountable problem.
