He may very well be dead, but even if he isn't then chances are he's not in good contact with the outside world, and theres still a possibility that hes so isolated that he hasn't received word of the actual liberation. I doubt that but its still a possible explanation.

The Iraqi ministry of infomation says that Osama is alive and well; in fact he just opened the first Afghan Quizno's.
