Sooner or later the courts are going to have to recognize that these "homeowner's associations" are essentially pseudo local governments.

I know someone in a neighborhood with a homeowners' association. A neighbor's roof sprung a leak, and he called in a contractor to fix it. The head of the association went over and tried to stop the contractor from doing the work because the association rules say that all work has to be approved by the association first.

IMHO these associations are simply excuses for nosy people to buly people and get their way. I'm in the market to buy a house, and it definitely won't be in a neighborhood with a homeowners' association.

If it's true, that they have been overlooking all those "holiday banners," then what the heck is happening here?

I'd be inclined to be on the side of the HOA but for that. But I would hope they'd give her a waiver.
