I might be crazy but these folks might be casualties from the Iran-Iraq War.
Saddam lost a lot of men fighting the Iranians and if it were widely known just how many, he wouldn't last long.
If I'm right, we can look forward to finding a lot more of these warehouses.

But, then again, they wouldn't be good enough to even sweep the floor of this makeshift morgue where these innocents lay.

After thinking about this all day I'd have to say it's not a result of Arab incompetence. In fact the Iraqis are pretty competent. Civilization itself was invented here.
What we have is a collection of Saddam's enemies. No doubt he and his Baathist friends liked to stop by and check out the list, and the coffins, and make sure those people were dead.
It makes no sense in an otherwise Moslem dominated country that the dead were not buried within a couple of days.
There is a chance that the place was being "cleaned up" - hence the use of plastic bags.

I was referring to managerial incompetence of the socialist, third -world dictatorship variety, not of any inherent incompetence of the people. As an aside, however, the fact that civilization was born in the area doesn't endow the present inhabitants with any special qualities. The modern day Egyptians can hardly take credit for the pyramids any more than the modern day Greeks can lay claim to the accomplishments of the ancient Greeks.
But what I was talking about was managerial incompetence. Clearly Saddam's Iraq had some organization, hence the cataloging and photographing of the individual bodies. But, like any socialist, oppressive dictatorship, it's likely that the bodies weren't buried because no one had given the order. Maybe the guy in charge of these bodies was himself executed later, and the bodies just laid there for years, with no one bothering to inquire what to do with them. "It's not my job"...take a trip to the Department of Motor Vehicles or any other government run entity to see managerial incompetence in action.

These photos are pretty rough. Especially the two photos of the poor man. Looks like Brady's photos of grave detail at Gettysburg.
I have a question, though. That skull in the photo you posted is full of mud. It's been in the ground until recently. The bones are old, but the coffins look pretty new. Could they have been digging up a mass grave? And if so, why?

These remains were confirmed to be repatriation remains from the early 1980's from the Iran-Iraq war.
For the most part, these were war casualties from that war.
But some may have been summarily executed on site and brought there for that purpose.
