Was there evidence that they are Kuwaitis? Certainly there are plenty of Kuwaiti corpses somewhere in Iraq, but as maniacal as Saddam's regime is, he could have been quelling internal dissent.

No, they're guessing it could be Shi'ites, because in the area the bodies were found there was a Shi'ite uprising; one note read "executed....shot to the head" in Arabic.
