US Congress bans France, Germany, Russia, Syria from rebuilding Iraq

WASHINGTON (AFP) - The House of Representatives late Thursday passed a supplementary budget amendment excluding France, Germany, Russia and Syria from taking part in US-funded reconstruction bids in Iraq, because they opposed the US-led war in Iraq.

Proposed by Minnesota congressman Mark Kennedy, a Republican unrelated to the famous Kennedy clan, and passed by show of hands, the measure would even bar access by the four countries to information on reconstruction bids in Iraq.

The Kennedy amendment stipulated "that none of the funds made available in the bill for reconstruction efforts in Iraq may be used to procure goods or services from any entity that includes information on a response to a Request for Proposal (RFP) that indicates that such entity is organized under the laws of France, Germany, the Russian Federation, or Syria."

A similar amendment from Washington state congressman George Nethercutt, also Republican, that included China, was voted down.

"This amendment sends a signal to our allies that we appreciate those who support us in our time of need and remember those that have sought to thwart coalition efforts to defeat Saddam Hussein's regime," Nethercutt said of his measure.

"The coalition of the unwilling should not participate in reconstruction with US tax dollars," he added.

The Kennedy amendmend was included in a supplemental budget amendment authorizing 77.9 billion dollars in funding to cover the costs of war in Iraq and the start of reconstruction in Iraq passed by the House by a 414-12 vote.

The Senate late Thursday also passed its own version of the supplemental budget amendment totaling 78.7 billion dollars.

The two versions will then have to be reconciled and approved again by each body before being sent to the White House to be signed by US President George W. Bush.

The Little Red Hen

One summer day the Little Red Hen found a grain of wheat.
"A grain of wheat!" said the Little Red Hen to herself. "I will plant it."
She asked the duck: "Will you help me plant this grain of wheat?"
"Not I," said the duck.
She asked the goose: "Will you help me plant this grain of wheat?"
"Not I," said the goose.
She asked the cat: "Will you help me plant this grain of wheat?"
"Not I," said the cat.
She asked the pig: "Will you help me plant this grain of wheat?"
"Not I," said the pig.
"Then I will plant it myself," said the Little Red Hen.
And she did.
Soon the wheat grew tall, and the Little Red Hen knew it was time to reap it.
"Who will help me reap the wheat?" she asked.
"Not I," said the duck.
"Not I," said the goose.
"Not I," said the cat.
"Not I," said the pig.
"Then I will reap it myself," said the Little Red Hen.
And she did.

So she reaped the wheat, and it was ready to take to the mill to be made into flour.
"Who will help me carry the wheat to the mill?" she asked.
"Not I," said the duck.
"Not I," said the goose.
"Not I," said the cat.
"Not I," said the pig.
"Then I will carry it myself," said the Little Red Hen.
And she did.

So she carried the wheat to the mill and the miller made it into flour, and she carried the flour home.
When she got there, she asked, "Who will help me make the flour into dough?"
"Not I," said the duck.
"Not I," said the goose.
"Not I," said the cat.
"Not I," said the pig.
"Then I will make the dough myself," said the Little Red Hen.
And she did.

So she put on a white apron, and mixed the dough. Soon the bread was ready to go into the oven.
"Who will help me bake the bread?" said the Little Red Hen.
"Not I," said the duck.
"Not I," said the goose.
"Not I," said the cat.
"Not I," said the pig.
"Then I will bake it myself," said the Little Red Hen.
And she did.

After the loaf had been taken from the oven it was set on the table to cool.
"And now," said the Little Red Hen, "who will help me to eat the bread?"
"I will!" said the duck.
"I will!" said the goose.
"I will!" said the cat.
"I will!" said the pig.
"No, I will eat it myself!" said the Little Red Hen.

And she did.

One problem with Blair's idea: the Iraqis might elect another dictator.

Everybody here is all full of cheers. And rightly so. Still read this again.

The Kennedy amendmend was included in a supplemental budget amendment authorizing 77.9 billion dollars in funding to cover the costs of war in Iraq and the start of reconstruction in Iraq passed by the House by a 414-12 vote.

Should not the 12 Representatives that voted "no" be ostracized just as France, Germany, Russia and Syria. For goodness sakes, they're right in our country feigning that they our friends/allies.

This indirectly says the UN (as it has functioned in the past) is a nonentity.

Agreed, but it's the same old socialist 12 anti-America types. But list them please. Just so we can make fun of them on all the talk shows.

Why do I have a feeling I can name about eight of the twelve without even having to look?
