"Don't take it as a rebuke, please. All I meant was that after 1990 we could do much, much more. You much appreciate our military and political support, but in fact we offered only 200 soldiers! Why? Because that's all we could afford!"
I think we're just having a little language problem. I said nothing that "deserved" a rebuke and nothing Matthew said "was" a rebuke to me.
By the way, I want to commend you for caring. You're right. We must show our appreciation to our friends.
