Maybe they don't need them for warfare and are setting up future CnC centers for after the conflict.

The coalition has captured other Iraq airfields and started using them.

I'm guessing the ones they don't grab are either mined real heavy or the Iraqis have arty zeroed in from the hills above the airfield and it's not a good move to take the field.

Give them engineers a couple hours and SHAZAM!! instant airfield.
