We pay 25% of the UN's kitty. We want to use some of that money to aid these people. It is an obligation of the UN together with the use of the oil for food funds which remain in the UN coffers.

Question: I'm guessing that Saddam acquired his WMD, etc. via the Oil-for-Food program. Which means someone at the UN must also have been a willing accomplice, right?
