In their initial reaction after the "speech" neither Wolfie Blitzed or Nic Robertson on CNN didn't speculate much on whether the absence of Saddam from this statement means that he's an ex-dictator. Wolf kept saying it didn't say anything one way or the other.
Come on, Wolf, you speculate plenty after a speech by President Bush. Couldn't you do a little speculation, like....SADDAM'S DEAD!

After dying a grisly death in an Baghdad bunker , Saddam made his way to the pearly gates. There, he was greeted by George Washington. "How dare you attack the nation I helped conceive!" yelled Washington, slapping Saddam.

As he writhed on the ground, Thomas Jefferson hurled him back toward the gate where he was to be judged. As Saddam awaited his journey to his final very hot destination, he screamed "This is not what I was promised!"
An angel replied, "I told you there would be 72 Virginians waiting for you. What did you think I said?"

He may not be dead, but may be seriously injured.
If he could address his people, all he would have to do is hold up a Calendar, point to today's date and time, and we get a voice analysis...to confirm it's him.
It's not being done, so he is indisposed, at the least.
