I believe Saddam used the media quite a bit during Gulf War I to show himself alive and well. Of course, we were limited to defending Kuwait (thanks to UN).

I'm sure the people and the RG army are quietly wondering why Saddam is not parading on TV with current events. It is very dangerous for them to speak and many of them are dependent on that RG check from Saddam.
