Throwing something out.

Saddam keeps the war criminal nasty bad boys in Bagdad. Say 15,000 of the worst scum he has. He arms them with anti tank missiles, and has them hang out in civilian apartment buildings and houses. They hold the families hostage, and they have committed such atrocities in the past, that they know they can't surrender, or they will face a lynch mob.

Do we enter Bagdad with tanks, assault teams? What do we do? Somebody hiding in a house can kill a tank without being caught until after they take it out. This could be a major problem. Urban combat against rifles is one thing, but against chem weapons that will hit the civilians, and anti tank equip is another.
