Out of curiousity, why don't you think Russia should step up and help a country disarm when there is no dispute that Russia assisted in arming them? Yes, your dispute is who's administration it occurred under; but Bush was not involved in arming Iraq, Clinton was. Does that mean Bush should not be involved in disarming them?

That is true. Unfortunately, leadership has traditionally been lodged in older people which tends to slow down change. Of course, the institutional memory of the older generation is important too. Better to remember the shared sacrifice of fighting Hitler to the years following.
