On the off chance, maybe the Iraqi army knows they will be held accountable. And knowing this, some officer may have then made the decision to provide medical care to POW's. It's not definite, but there is hope.

I don't know if you read Bravo Two Zero by "Andy McNab," but he talks about being captured in GWI, and being handed up the chain and abused until he eventually ended up with an Iraqi offercer who basically said, "Whatever happened before was before and I am not responsible for that." Perhaps this is a similar situation, i.e., someone with some more responsibility got ahold of them.
