U.S. programs to help safeguard Russia's nuclear and biological weapons materials are being severely hampered by the lack of access to Russian sites, a congressional report says.
The report released Monday by the General Accounting Office said that although the United States has spent $1.8 billion over the past decade to help Russia improve security at these sites, nearly two-thirds of Russia's nuclear material still may not be adequately protected.

$108,000,000 per year to pay a protection racket in the former Soviet Union to not sell nuclear materials is a neat concept. I wonder where the North Koreans got the idea to charge us $18,000,000 per year to not build nuclear weapons?
We are the dumbest nation full of taxpayer goodwill that we are the joke of the world. I'm glad to hear the republican controlled senate just killed my tax reduction in order to skillfully spend more of my money to enrich thug nations thru a protection racket scam.
What's next? Paying Iceland to not unleash their cold weather on us? Paying New Zealand not to develop killer sheep? Paying the Chicoms to stop feeding us MSG?

Wouldn't it be cheaper and more efficient just to buy all of Russia's bombs, enriched uranium, delivery systems, and personnel? Then let us refuel their reactors. Let us base some missiles that they can point at us with our blessings. Let us store all their waste.
It would cost less and we would get what we were paying for in the first place.

Until most of us understand that we pay the government more of what we earn than vassals did we will continue to have these kinds of lunacies sprung upon us.
It seems not to matter which administration, the shortsighted rewarding of despots goes on. And our reward for all of this is the unparallelled hatred of those we so faithfully reward.
