In the early days of terrorism, it was the water supply that interested and frightened me most, rather than antrhax and smallpox. You can make a lot of poison easily on a petri dish and terrify a lot of people (though not kill many) if you can just get that poison into a significant water source. This is the same kind of problem they had somewhere in the east where they let the guys go - and then later had to put out an all-points to find them - which they did, but they could have saved themselves a lot of problems by holding the guys in the first place. Besides, what could it hurt - just because you are arrested, doesn't mean you will be charged.
