I think it means that Basra has been on Double Secret Probation, and as of now they are going to be on the receiving end of the Wrath of Dean Wormer. Something like that, but with bombs and stuff.

Where did you get the news that the surrendering general has returned to defend the city? Yes, an example will need to be made of him. Too bad for the people of Basra, This is gonna get messy. They are foolish to resist.

The problem with the keywords has already been taken care of but, for future reference, the quickest way to deal with something like that is to hit the abuse button at the end of any post on the thread. Explain what the problem is and the Mods will take care of it.
