I've seen reports that the desert conditions in Iraq are the best places to use chem weapons. The heat and the wind helps to spread them.

No, it disperses them. You want a temperature inversion actually so it hugs the ground. Maybe if you pump enough out the wind doesnt matter or it could actually help, but they say you want it to cling to the ground so the victims can't escape.
