On the face of it, that favors this being a post-attack tape. OTOH, I suppose Saddam may have anticipated an attack at the expiry of the deadline, and pre-recorded the tape or rehearsed the speech. Very hard to see how he could have been carried off on stretcher with an oxygen mask and then made this recording a few hours later. Something's up.

We've had eighteen months to figure out where he hides and how he communicates, using every human and technical means at our disposal. Saddam is a head of state, not a terrorist hiding out in a cave, so there is a limit to just how deep his cover can get. Under the circumstances, and given that we were at our leisure as when to take action, what do you think we might have done?
