On the face of it, that favors this being a post-attack tape. OTOH, I suppose Saddam may have anticipated an attack at the expiry of the deadline, and pre-recorded the tape or rehearsed the speech. Very hard to see how he could have been carried off on stretcher with an oxygen mask and then made this recording a few hours later. Something's up.

The government here has severe regulations on TV channels
what can be carried, etc.
To my knowledge
no cable company carries Fox
I even have heard it is illegal to receive Fox by satellite.
(I am not sure how this technically is possible
perhaps Mare has more information about that)

He means that while technically possible by simply putting up a Direct TV or other US based satellite dish it is illegal since they are not authorized through rights holders to transmit in Canada. If Fox wants to be seen legally in Canada they have to use one of the Canadian satellite or cable distributors. At the moment although I could be wrong none of the Canadian services carry FNC but of course CNN is everywhere. I'm not sure what is stopping Fox since they certainly have just as much to gain in Canada as CNN. I suppose there might be behind the scenes political pressure to keep Fox out but I've never heard anything about that. A wide array of other US specialty channels exist on the Canadian services although not all of course.

A friend of mine had the same theory and the scales dropped from my eyes. A perfect explanation and accounts for the several different scripts he was shuffling during the taping. That was not a finished production, just a run thru. Something happened before the make-up and contact lenses were applied. How bout BOOM.
