Assuming perimeter guards were not asleep - I was caught "nodding" once while on maneuvers at Camp McCall in '56- FOX reports non-military types supplying Camp Pennsylvania could be the culprits. With my perfect hindsight, I suggest it was a colossal "mistake" to not employ plain old GIs to haul supplies, I pulled KP numerous times.

You are right. We open ourselves to this by employing or allowing foreign nationals access to our installations to perform menial tasks. We did this in Korea too!
