1) So, under that rationale, if a country does not recognize Israel as a country, for example, the Isreali military is actually legitimately considered a band of terrorists to that country. Or does it have to be a country officially recognized by the prestigious U.N.?

2) The 767's were not empty. WTC was not a military target. Rubber raft was only full of bad guys and the Cole is the military. If an empty 767 rammed into Pentagon - that is military target and no civilian hostages.
