Americans knew the Gulf War (news - web sites) was won when U.S. troops saw a liberated Kuwait in the rearview mirrors of their Humvees. This time around, if Iraq (news - web sites) is attacked, the moment the U.S. might declare victory is still blurry. Would seeing U.S.-led coalition forces rolling down the streets of Baghdad mean they've won? Must Iraqi President Saddam Hussein (news - web sites) be captured or killed? Or just ousted and his weaponry padlocked? Or is victory attained only if Americansfeel safer at home?
