This is starting to sound like the plot of

An actor (Richard Dreyfuss) happens to be working on location
in the dictatorship of Parador at the time the dictator dies.

The dictator's right hand man, encourages Dreyfuss to play
the dictator, so his party can stay in power.

Dreyfuss successfully fools the masses but not close friends
of the dictator.

Same plot in Robert Heinlein's Double Star but it took place in space, and the guy the actor was doubling for was a good guy.
