Very misleading post. Fox is only reported the possibility. Fox also reported that there is a split of opinion within the administration over whether Saddam is dead/injured or not.

I would say that no other country would ever doubt what we are capable of if this turned out to be true. Not that they should anyway but man things have been quiet as it is from NK and Iran the past few days.
