That's ok, because by the time they get done debating, Iraq will no longer be in material breach. Disarmament is proceeding apace. Southern Iraq is almost fully disarmed (at least the Iraqis in Southern Iraq.)

This reeks to high heaven of Conyers and the rest of the Black Caucus trying to ensure that even the slightest illusion of justification for George Bush to pursue this war doesn't go on the record.
That way, they figure, they won't cut the legs out from under Ramsey Clark's articles of impeachment before the opportune time to introduce them comes.
