I think it's a taped segment, which would point to it being him. Heavy glasses can distort a face. If it was a fake it would too easy to use speech analysis to reveal him as a fake.

They are now saying that it was taped since the bombing started. Also Saddam apparently has a very distinctive voice and Arabic speakers are claiming it's definitely him.
