We don't have diplomatic relations with Iraq, hence their Embassy in Washington is not staffed. There are Iraqi diplomats in NYC accredited to the UN. A similar situation exists for North Korea. We place travel restrictions on them so they have to stay within the NYC area. Any travel outside that area requires permission from the State Department.

The Chinese were taking a peek at the Falun Gong compound nearby here in New York...
In their diplomatic vehicle.
If they had used any other vehice, they'd have been arrested for trespassing.
Since they were in a diplomatic vehicle, they were immune from being charged thus.
Isn't that stupid?

Sure. They will use official black limos with flags and diplomatic plates. I bet they have the special "Terrorist" license plates. You know the ones, the government donates $20 for each such plate to the terrorist oranization of their choice.
