UN Secretary General Kofi Annan has reminded the United States and Britain of their legal duty to protect Iraqi civilians in what he called the imminent disaster of war.

"Under international law, the responsibility for protecting civilians in conflict falls on the belligerents," he told an open meeting of the UN Security Council.

"In any area under military occupation, responsibility for the welfare of the population falls on the occupying power."

The meeting was held as the hours ticked down to the deadline set by US President George W. Bush for Iraqi leader Saddam Hussein to leave his country or face military action.

Thanks for the lecture, Annan, you twit. How about counseling Saddam, that psychopath war criminal who summarily kills his own people, not to use WMDs on Iraqis when the conflict erupts rather than admonishing Americans and British who are known to be painfully judicious about avoiding harming civilians?

Please, someone get us the hell out of the UN!

I wish the US were making it more clear that all this is a continuation of the 1992 war due to Iraq's violation of hthe Armistice .... they were and remain the 'belligerents' and this is NOT a pre-emptive action.

And BTW, where was the civilian protection from KOFI on September 11, 2001? If civilian death and abuse are against international laws then aren't the Al-Kay-Duh guilty as hell? That makes them all international criminals doesn't it? Well, KOFI? Well, I'm waiting for the answer.

Maybe his Majesty Kofi Anan has decided not to provide United Nations support and relief during the occupation. He's threatening to stay out of post-war Iraq.
