I was joking about the LRRP question. I agree with your guess and would add that in my view, a Citizens Militia on the borders is a good thing! They ought to hook up with the Sherriff' radio frequency and stay well regulated (well practiced) at all times!

I don't think so. You notice the mention of *professional backpacks* [likely Alice rucks] but not one of weapons? My guess is either one of the Columbia wreckage search teams, or possibly a unit getting in some drill time during a CN or terrain familiarization exercise, maybe *off the books.*
