I'm confused, how can Tampa host both South and East region games?

There were complaints for years about teams having to fly cross country for games in their regions. So last year, the NCAA started divvying up the locations between regions to cut down on travel. The problem though, is that you see higher seeds staying close to home while lower seeds still have to go cross country, and you have situations like the Oklahoma and Florida Invitationals in OKC and Tampa respectively.
