BAGHDAD, Mar 15, 2003 (Xinhua via COMTEX) -- Iraqi President Saddam Hussein issued a presidential decree Saturday to divide Iraq into four security zones, the Qatar-based Al Jazeera TV satellite network reported.

I was thinking a similar thought. If any of the reports about negotiating with commanders for their surrender are true then this ought to make the negoitations and the war easier. Whole quadrants can surrender at once allowing the US to concentrate on the areas that are holding out. Should spare large areas from much damage.

Of course, on the other hand, I have been wondering if the reports were all just psyops aimed at causing paranoia and treachery in the ranks right before they go to war. I guess we'll find out soon enough.

Iraq Goes on War Footing, Divides Into Four Areas

— BAGHDAD (Reuters) - Iraq went on war footing on Saturday night when the leadership issued a decree dividing the country into four military districts under the command of President Saddam Hussein.

"The Revolutionary Command Council issued a decree today that forms four regional leaderships under President Saddam Hussein to take the necessary steps to repulse and destroy any foreign aggression," the state Iraqi News Agency (INA) said.

The decree, numbered 61, divides Iraq into four districts: northern Iraq, southern Iraq, central Iraq, and Baghdad and other areas to the north including Tikrit.

It appoints Saddam's eldest son Qusay, supervisor of the elite Revolutionary Guards, in charge of Baghdad and some other central areas.
