I suppose it all depends on the definition of "key," "jeopardize," and "security." The above should be written as:

Add from spokesman: "Well, he wasn't exactly 'unavailable'. Actually, he WAS there, technically speaking, that is. You know, somebody can be 'available' if they aren't there, physically, and even if they are. So he was never actually 'unavailable' even though he may have been there, or even if he wasn't. We hope this clears things up."
