SAN LUIS OBISPO -- The state already limits public access to the Oceano Dunes State Vehicular Recreation Area from March through September to protect the habitat of a small brown-and-white bird.

Now it must decide if it will close off even more of the beach that's designated for riding and camping.

Gene Schroeder of Fresno and other protesters seek signatures earlier this month on a petition to maintain motorized-vehicle access to Oceano Dunes.

Tire tracks on a beach at Oceano Dunes State Vehicular Recreation Area stop at a row of signs meant to protect bird nesting areas. The state Coastal Commission favors further limits on vehicles.

A plover chick at the recreation area near Pismo Beach is banded so that its movements can be tracked.

Buggies zip along the crest of a dune this month at the Oceano Dunes recreation area. "I think it's an unbalanced situation. We need our space, too," says one Tulare resident.

Built in 1957 - The original headquarters was located on Lafayette Park. The 11-story landmark National Grange headquarters building in Washington, D.C. was dedicated by President Dwight D. Eisenhower on June 29, 1960, and is the only private edifice in a federal block across from the White House. It serves as a non-governmental headquarters for agricultural and rural families. A professional staff administers policies established annually by democratic Grange processes at local county, and state levels.
