Russian Military Pullout Continues in Chechnya

Russia says it has withdrawn more troops from its breakaway Chechen republic.
More than 700 soldiers and 10 pieces of military equipment left a base near the Chechen capital, Grozny, on Monday.
Russian officials have said the situation is stabilizing in Chechnya, allowing for the removal of some Russian soldiers and military hardware. There have been three withdrawals this month involving more than 1,000 troops.
Chechens are to vote on a new constitution on March 23 that would confirm the republic's status under Russian law and pave the way for future elections.

lemme get this straight. the chechens will have their own government, but will still be part of russia. Sounds like a province or a state. Isn't this what they had before?
