On eve of Security Council vote on Iraq crisis, Saddam Hussein is due to make a broadcast address – possibly Monday night -with an offer of concessions to avert the US offensive.

The timing is under negotiation between presidential palaces in Baghdad and Paris. This last-minute stratagem was planned between Saddam and Chirac

Saddam tapes his speeches in advance from "undisclosed locations." Any address would be targeted at Europe and North America so it's within the realm of possibility that it could be released here when it's the middle of the night or very early morning in Iraq.

I got news for you: Mr. President's gonna roll the bombers the second the UN rejects this weeks resolution.

The resolution calls for March 17. He can say, "OK, no resolution, no deadline. The bombers will arrive in five minutes."

I'd love to see the U.S. demand the vote TODAY right after they get done dressing down Blix. If it fails, that's the end game. To wait until a publically declared deadline is inviting Saddam to prempt, either by firing WMD at massed troops or (more likley IMO) signalling his Palestinian allies to hit the Israelis so hard they must retaliate hard and (he hopes) ignite a firestorm across the region, and upset the plans of the coalition forces.

This isn't Gulf War I. This time Saddam has had a preview of what's coming. No deadline unless it's a smokescreen, I say.
