Annan Warns Against Iraq War Without U.N.

THE HAGUE (Reuters) - U.N. Secretary-General Kofi Annan (news - web sites) warned on Monday the legitimacy of military action taken against Iraq (news - web sites) without U.N. Security Council backing would be "seriously impaired."

Annan pleaded for unity in the Security Council which is due to vote this week on a new draft resolution authorizing war against Iraq.

"The members of the Security Council are now faced with a grave choice," Annan told a news conference. "If they fail to agree on a common position and action is taken without the authority of the Security Council, the legitimacy and support for any such action would be seriously impaired."

The United States, Britain and Spain have proposed a new U.N. resolution that sets a March 17 ultimatum for Iraq to comply fully with U.N. demands that it give up its suspected chemical, biological and nuclear weapons. Iraq denies it has such weapons.

To be approved, the new U.N. resolution must win at least nine votes on the 15-member Security Council and there must be no veto from any of the five permanent members: the United States, Britain, France, Russia and China.

The latter three remain opposed to early military action, demanding diplomacy and weapons inspectors be given more time.

Annan appealed to the Security Council to come together despite their public differences over the looming crisis in Iraq. "The council has been divided before yet it has managed to come together," he said.

Britain and the United States are keen to press for a vote this week, giving Saddam just seven days to prove he will disarm or face war.

Washington has said it is prepared to act even without U.N. approval.

"There are concerns about the long term consequences of war in Iraq. One must have no illusions about what war means," Annan said, warning that military action would have serious implications for the region and the rest of the world.

"The better the consensus, the better the chance we have to come together again and deal effectively with other burning conflicts in the world, starting with the one between the Israelis and the Palestinians," said Annan, who is in The Hague (news - web sites) for peace talks to reunite Cyprus.

Britain said on Monday it may modify the draft resolution in an attempt to gain a critical mass of support on the Security Council.

Foreign Secretary Jack Straw said London and Washington could set out a list of detailed disarmament moves for Iraqi President Saddam Hussein (news - web sites) to fulfil by March 17 if he is to avoid war, and officials said that deadline could be extended a little.

Kofi Annan might be a nice man down deep inside. Unfortunately he never let's that side of him surface. Instead it's him at the head of the line of those who wish to run interference for Saddam Hussein.

There was another chap who did that once before. What was his name... Oh yes, Neville something or other. Yeah, Neville Chamberlain.

Hint to Mr. Annan. Never front for a man whose tactics are going to be very clear within the first week or two of an military action you have railed against for months, if not years.

In just a few short weeks the world is going to see how patheticly wrong you were. Relish the moment Kofi. You got yourself in this mess. At least you and Chirac will each have a shoulder to cry on.

You can see the left's plan starting to form.

Have the UN declare any military action on Iraq without UN sanction and the war is "illegal".

Then use the International Court to prosecute this administration, generals, and even the soldiers.

Of course this has never been done before in a litany of armed conflicts involving Security Councils members. But hey why let precedent get in the way of a good America bashing.

The truth will come out after the war starts and the hatred of our military comes to the fore.

Right now the left wisely remembers the pr lessons of Vietnam and has done its best to hide its disdain of the military and those who put their lives on the line. Perhaps its the veterans in their midst that reminded them of the spitting and "baby killer" insults. But with each passing day, you can see their absolute desperation and hatred. It's growing. Since their inane attempts at "impeaching" Bush and using the World Court will most likely fail, they will turn their ire on those within striking range. Which most likely means military personnel. You can already see evidence of this on various leftist boards. At first the call was support the troops but not the war. Now as war draws near, "troops are murdering war criminals" is more and more the accepted reasoning.

I am sure Kofi Annan has sent the same warning to:
France regarding their military attacks in the Ivory Coast
Russia regarding their military attacks in Chechnya(sp?).
China regarding their military attacks in Tibet.

What!!!??? Kofi hasn't sent the same warning to France, Russia and china, how can this be?

Get the US out of the UN and the UN out of the US.

Somebody on TV said we can leave the UN, but we can't kick them out because they own the land under the building. It was deeded to them, I think by Rockefeller. So, I suggest that the City of New York condemn the property and turn it into low-rent condos.

The appeasers would rather believe the Butcher of Bagdad than our own fine administration. That tells us everything we need to know about them and now they are irrelevant as a result of their blatant anti-Americanism. President Bush is doing what he feels is best for the nation, which is more than can be said for the Democrats who are twirling in the wind, trying to find an issue they can grab hold of to make themselves important again.

International Criminal Court elects 18 judges

The world's first permanent war crimes court will take a big step forward on Tuesday with the inauguration of 18 judges, seven women and 11 men from all over the world.

The International Criminal Court (ICC) is the first international court to appoint such a large percentage of women as judges.

Among the new magistrates of the ICC are seven Europeans, three Africans, three judges from Latin America, two Asians, a North American, a magistrate from the Caribbean and a judge from the Pacific Islands.

Several judges on the ICC's bench have already served at one of the two ad hoc war crimes tribunals created by the United Nations.

The French magistrate Claude Jorda was the president of the International Criminal Tribunal for the former Yugoslavia (ICTY), while South Africa's Navanethem Pillay presided over the International Criminal Tribunal for Rwanda (ICTR).

Fatouma Diarra from Mali and Irish Maureen Clark both served as judges at the ICTY in The Hague.

The seven female judges are: Maureen Clark (Ireland), Elizabeth Odio Benito (Costa Rica), Fatoumata Diarra (Mali), Akua Kuenyehia (Ghana), Navanethem Pillay (South Africa), Sylvia Steiner (Brazil) and Anita Usacka (Latvia).

The 11 male magistrates are: Rene Blattman (Bolivia), Adrian Fulford (Britain), Karl T Hudson-Phillips (Trinidad and Tobago), Claude Jorda (France), Hans-Peter Kaul (Germany),
Philippe Kirsch (Canada), Erkki Kourula (Finland), Georghios Pikis (Cyprus), Mauro Politi (Italy), Tuiloma Neroni Slade (Samoa) and Sang-Hyun Song (South Korea).
