Have you considered, that it exactly what the end result of all this will be?
After the war, and after uncovering the truth in Iraq, the UN will look even MORE impotent and irrelevant.
This long winded diplomacy may be just the thing to point out the futility of writing stuff on paper in an attempt to control tyrants.
