Using claim experience developed over a couple of decades would seem to already include miles driven without any direct measurement. They just couldn't figure out your risk/mi., just know risk/year. I assume you mean if it is made mandatory by government. No freedom is lost if it is done on a voluntary basis between consenting parties.
