A 10-year-old girl is in a critical condition after a man whose daughter was hit by a snowball, returned to the scene and opened fire with a gun.

Philadelphia police arrested Joseph Best, 32, on charges including attempted murder after he fired five shots into a crowd of girls.

The victim suffered a gunshot wound to the head.

It is true of course that all of the violence in our culture can, of course, be traced back to those two things.

Most likely, it can be traced back to one thing: this guy has a history of arrests and/or convictions for "minor" violent crimes, and was not locked up for a long, long time as he should have been. I wish somebody would do some research on this aspect of the "gun violence problem", as I'm pretty sure the hard data would show that in nearly all cases there had been prior opportunities to get the perp off the streets.

Back in 1969 I was in grade school. We had a 4th grade teacher that was beat up in front of his classroom - the day after he took a yo-yo away from a student. The older brother of the student and a friend of his came into the classroom and almost beat to death the teacher. I will never forget seeing the teacher put into the ambulance and driven away. By the time I was in high school the brother was out of jail.

You'd have to step over the firefighters camping outside trying to get the city to pay medical fees for contracting hepatitis on the job. That's Killadelphia for you.

Joseph Best used to sing and play drums for his church choir.

He also committed armed robberies.

After a seven-year stretch in prison, Best rejoined
Fellowship Evangelistic Church in West Philadelphia. He 
had not been attending regularly in recent months, his 
mother recalled. But Best vowed to her, "Mama, I'm going to 
make sure I go this Sunday."

He did.

Later that day, a snowball incident outside the church grew 
into a street fight involving Best's daughter and her half-
sister. Best, 32, returned later that afternoon with a 
woman identified by police as his wife and opened fire, 
police said. One of the bullets hit 10-year-old Ebony Smith 
in the head, police said.

Not to make light of this. Ebony looks like a nice girl and didn't deserve being shot, but I'm almost positive that she was not shot by a 9mm handgun.

If the perp has the violent criminal history that is alleged in article excerpts downthread, then at age 32 he probably should have still been in prison.

Point is, this is more the State's fault than the gun's fault, so "She was shot in the head by the State of Pennsylvania on Sunday" would be more accurate.
