I don't know about Texas, but in other states is is not uncommon for a DA to have several rural counties which have neither the crime nor the funds to support an office of their own.
You must be from the city.

The bottom line is that President Bush was dead right last month to offer $1.7 billion to boost hydrogen technology, although it would help if the White House also promoted high-mileage hybrid cars for the present

Changes of venue because of publicity most likely. These counties are all close to Houston and have their own prosecutors

Every Texas county has its own district attorney. The multiples are probably due to changes of venue.
If a case is moved from Jefferson County to Nueces County, the Jefferson County prosecuter still has the case, and still pays the bills.
