A local sportscaster on TV here in PA (Wilkes-Barre area)...about ten years ago...would always asked to be assigned to the young boys' swim meets. Kids 9-10-11 years old.

He was caught molesting a neighbor's son. When they got the search warrant, they found THOUSANDS of photos of young boys in swim trunks he had taken at these swim meets.
Just the crotch area.

There are a lot of sickos out there. I don't blame these parents and grandparents for wanting to protect their girls.

I don't blame them either. But that has nothing to do with what the government can and cannot legally do about people taking legal pictures at a public event. Just because you wish something does not mean that the government has the authority to do your bidding.

He was caught molesting a neighbor's son>>>

That is an action and a crime, so far the old fart did nothing wrong by taking a few pictures and I say shame on the lawmen for not then doing something about it. All they did was ban him from attending the events. If he truly is a criminal, they should have investigated things further and charged him with something.
