Bills targeting ID cards draw cries of racism

PHOENIX -- Amid claims of racism, state lawmakers moved on two fronts Thursday to determine what identification Arizonans must produce to get government services or exercise their right to vote.

The House Committee on Federal Mandates and Property Rights approved HB 2316, which precludes any government agency from accepting any form of identification other than one issued by a state or federal agencies that is independently verifiable.

Rep. Randy Graf, R-Green Valley, is pushing that measure to block the decision by some cities to recognize ID cards issued by the Mexican consul for everything from filing police reports and getting city vending licenses to signing up for water and obtaining library cards.

Separately, by a 9-3 margin the House Judiciary Committee voted to mandate that people who show up at the polls must show either a picture identification with an address or two other forms of identification to cast a ballot. Rep. Linda Gray, R-Glendale, said HB 2345 is necessary to prevent voter fraud.

Rep. Ben Miranda, D-Phoenix, said new requirements for people who may not have a state-issued driver's license could have a "chilling effect" on minority voter turnout. And Gray conceded she had no evidence that people are turning out to vote who are not eligible.

Prescott resident Bob Park, a perennial supporter of moves to curb illegal immigration, said there is nothing wrong with requiring that those who want services from government provide a form of identification that can be verified.

"What we find across the country is a terrible, massive, pervasive industry out there to provide fraudulent documents," Park said.

He is founder of the "Article IV Section 4 Foundation," named after the section of the federal constitution that requires the federal government to protect states against invasion. Park, who likens illegal immigration to an invasion, is best known for pushing a successful state constitutional amendment requiring government agencies and employees to act only in English; that measure later was voided by the Arizona Supreme Court.

"So whatever it is you need to get some sort of a benefit somebody out there will get it for you for a price," he said. That includes fake Mexican birth certificates that then lead to the Mexican consular ID cards.

Graf said that people who are not U.S. citizens should not be getting governmental services paid for by taxpayers. But Steve Brittle, a Phoenix community activist, said he sees something more sinister.

"The underlying thing here is racism," he said, noting that Graf also is sponsoring legislation to specifically permit the governor to mobilize the National Guard "to control the Southern border of this state."

That's not the case, Graf said. But he did acknowledge that the measure is aimed at Mexican nationals who are not here legally.

"If the cards are accepted we are doing nothing to discourage illegal immigration," he said.

"We pay taxes to support the library," Graf continued. "If the only identification you can produce is a consular ID card we can pretty much conclude you're here illegally."

Despite Thursday's 6-3 vote the future of this measure remains in doubt -- at least in its current form.

Rep. Marian McClure, R-Tucson, who chairs that panel, allowed the bill to be heard and was one of its backers. But McClure said she is concerned that the wording is overly broad, perhaps unnecessarily denying rights to people for even basic utility services.

Now, I need to write a letter to my other state legislator, Marian McClure. She needs to back this puppy all the way through. If the language is vague, amend it. But don't let the illegals get away with robbery, as they are now!

I like this Graf. The democrats are trying to destroy America by allowing illegal aliens to vote,get welfare, and become illegal citizens with all the privledges of U.S. citizens and more; ie: affirmative action programs that give points in government public shcools and universities and gives certain people government and private jobs because of the color of their skin and because of gender while ignoring qualifications of merit and workmanship and seniority ; it is the largest single racist attack on the American Constitution in our whole history and is WORSE than being attacked by a foreign army.Now liberal politicians are buying votes and double votes through lax immigration laws and unconstitutional legal violations.
Go figure. Go Graf!

Any so called lawmaker who screams racism when somebody introduces legislation aimed at ensuring that only citizens of the United States of America actually vote in an American election is an enemy of Anerica and should be prosecuted under the Patriot act.

People who can't pass a driver's test can (at least in Illinois, and I'd bet in other states as well) get a State ID card that resembles a license and gives you what you need to prove your identity to a government agency or private concern. Let people who need an ID and don't drive get one of these.

And I see nothing here that would require you to prove that you are a citizen, as opposed to just proving that you're a resident, to get to vote.

Are you sure this is because of the Democrats? What Party is Bush? What has he done to stop illegal alien immigration? What has he done about the Mexican consular ID cards? His Oath says he will protect America, why isn't he doing so?

Agreed.

Any immigrant the is here legally has the legal documents he needs issued to him.

Only illegal immigrants need the Mexican consular ID cards.

Racism is the only card these activist have. White out it, they have nothing and they know it.

Bush is a RINO, which, in my book, is the same as a Demorat.

So have them present some other form of ID. What Miranda is concerned about is a chilling effect on ILLEGAL minority voter turnout, as well as the turnout of dead voters whose licenses are, er, expired...

I have a little comment that everyone in Arizona should point out: What "Race" are Mexicans? I have Mexican cousins who are whiter than me. Sonorans tend to be whiter, more Spanish than the Mestizos from southern Mexico. So what race are the sponsors of this bill being "racist" toward?

"Mexican" is a nationality, not a biological race. It means that they are citizens of a self-identifying group loyal to a certain set of values, language and ethnic heritage (Spain! A country full of WHITE people!).

The next time some jerk like Brittle or Isabel Garcia babbles this, call them on it if you can: call the Az Republic and ask them "what the hell do you mean, Racist? It's about our laws, and who gets to make them!". Or the Tucson Citizen or the Star (forget the Star.. beyond help).

Damn, I was wrong.  At least one other United States citizen is aware of this section of the United States Constitution.  Whadyya know!

What a novel idea!  Imagine that, non-United States citizens shouldn't be getting taxpayer funded governmental services.  I believe I have my Proposition number correct, but wasn't it California Proposition 209 that passed 59 to 41% a few years back, which supported the cutoff of all government funds to illegal aliens in California?

This was challenged in court by the left.  The 9th Circuit Court raised it's ugly head again.  Gray Davis refused to appeal.  The rest is history.  Even when the citizens of this nation raise their collective voices and exercise their God given rights, it takes only one man to damn their will to the ashbin of history.  In this instance that man was Gray Davis.

This Steve Brittle must be an exceptionally intelligent individual.  (NOT!)  Sorry Stevaroonie, it's not our fault that 98% of the people flooding across our borders are Mexican, Central American and South American hispanics.

If all bank roberies were committed by green men from Mars, Stevaroonie would rail against any law enforcement moves to stop them, based on race.  And the ACLU would be his biggest champion in court.  I certainly hope that every Freeper is smarter than to send the ACLU one farthing in support.
