I was sorry to see Reich forced out, but at least some kind of spot was created for him.

As for Powell's approach to Latin America, it seems to be basically to ignore it and then to scramble to adapt to what has happened while we twiddled our thumbs. We can see how well that has worked, with Venezuela in shambles and Chavez expressing his desire to make it like North Korea, and newly elected Communists in Brazil and Ecuador.
