Question. What happened in the last Congress when the Republicans had to turn over control to the Democrats? Was there a similar fight? Without context these quotes don't mean much.

The Senate Rules only have a reorganization where money is allocated for majority/minority after an election. Because the split in 2000 was 50/50 they came up with the sharing agreement (big mistake by Lott). When Jeffords defected to Indy and changed the make-up of the Senate to 50/49/1 Traitor, they kept the same funding because it was not after an election and only thing changed was Chairmenships. Republicans were being "nice" to the DemocRATs after the 2000 election when it was tied! It backfired on them big time!

After every Congressional election, the Senate is reorganized to reflect who won the election along with the appropriate funding for Committees for Majority/Minority members. The Republicans won the Senate with 51 seats to 48 of the DemocRATs and one traitor! They want to abide by the Rules that have been in place for a long time but the DemocRATs want Lott's arrangement.
