Not only that, but it would reduce the static pressure that induces seepage. Oil has been leaking from the seabed along the California for time immemorial. The Chumash indians used it to seal their boats. Cabrillo described the rocks on the coast as black with it.
Drilling for oil in this case would reduce the fouling of tidepools and beaches. It is the environmentally sound thing to do.

Not to mention that it (CA offshore drilling and pumping) actually has been reducing the amount of oil leaking into the ocean from submarine seeps...
