Many producers would love to have the PRB water problem.
It's been awhile since I've played in the Powder, but the discharge permits were definitely a hindrance. As I recall, the issuance was faster in the areas aroung Gillette where the water was purest. I have no doubts that the enviro groups will ramp up the scare tactics to continue their efforts to slow or stop the drilling.
