As per criminologist Jack Levin (on FNC, w/ Greta Van Susteran, Monday night), today 40% of ALL murders are committed stranger-to-stranger. That is why there are more unsolved murders now than twenty years ago.

Generally speaking you are correct. But on occasion they have one that the family member has done a good job of hiding. We have a case that is fairly close to Modesto where a lady disappeared from a shopping center around two Christmas' ago. She has never been found. The police proved that the hysband was having an affair. The husband has to be the prime suspect, but W/O a body it is pretty hard to prove.
The daughter of the women is a neighbor. She is still not dealing with it very well. But who would, since there is no closure?? The not knowing would drive anyone more crazy, than finding the body.

With paper trails a mile long, video surveillance cameras everywhere, DNA able to be extracted from the most minute and heavily degraded samples, it's a wonder ANYONE thinks he can get away with murder these days.

That is false. Most murders may be by one who knows the victim but the situation is not as you claim. It is a common myth however.
