Here's why we didn't catch the 9/11 hijackers:

(1) Doing so would've required we actually get someone into Atta's cell or that of his immediate higher-up.

(2) No such order was given.

(3) If any such order had been give, we still would've had nobody that could've carried it out.

Blaming the CIA and FBI for failing to produce all the info on these guys is like blaming a steer for failing to sire calves.
