There was much more clarity and common sense in your posts than in that entire spiel from the ACLU. It is obvious that the Bill of Rights in other areas distinguishes between the "people" and a "State", and does
not refer to states' entitlements in 2A.
The American Certain Liberties Union reveals their agenda, and it has little to do with promoting liberty...
